I AM directed to acknowledge the receipt of your letter No. %, dated the 12th January 1887, forwarding a Despatch from Her Majesty's Secretary of State, with enclosure, asking that enquiry may be made as to the working of section 31 of the European Vagrancy Act, IX of 1876.

2. In reply, I am to state, for the information of His Excellency the Gov- ernor General in Council, that, as far as can be ascertained, section 31 of the European Vagrancy Act has never been brought into operation in these prov-
